Leadership Change at Mexican Health Commission

Mexico's health protection commission has a new leader. Dr. Armida Zúñiga Estrada is succeeded by Dr. Víctor Hugo Borja Aburto, a renowned epidemiologist with extensive experience in public health.


In Mexico, there has been a change in leadership at the commission for health risk protection. Dr. Armida Zúñiga Estrada has concluded her period at the head of the institution, making way for Dr. Víctor Hugo Borja Aburto, who officially assumed the position of federal commissioner starting at 00:00 hours today. The leadership change was formalized in accordance with established administrative procedures and was communicated to the areas for Health Risk Protection, as well as to the Public Health State Laboratories. In a letter addressed to operational and administrative command, the former commissioner Zúñiga Estrada expressed her gratitude for the joint work done in favor of protecting public health in Mexico, highlighting the achievements reached during her tenure. Dr. Víctor Hugo Borja Aburto, the new head, has an extensive professional background. He is a surgeon from the Metropolitan Autonomous University, Xochimilco campus, holds two master's degrees: one in Sciences in Epidemiology from the National Institute of Public Health, and another in Public Health from the School of Public Health of Mexico, and a PhD in Epidemiology from the University of North Carolina at Chapel Hill, obtained in 1995. From 2013 to 2014, he was Head of the Public Health Unit at the Mexican Social Security Institute. Subsequently, he served as Head of the Primary Health Care Unit. He is currently the Director of Medical Benefits at IMSS. He is a member of the Mexican National Academy of Medicine and the National Public Health Council. Member of the National System of Researchers (Level III). Among his main recognitions is the Medal for Merit in Public Health, awarded by the Mexican Public Health Society in 2016. Since 2018, he has been at the helm of the Medical Benefits Directorate of the Mexican Social Security Institute.
